Real Time GNSS Network Symposium

IMPORTANT NOTICE: NGS Realtime GNSS Symposium Postponement

The National Geodetic Survey's (NGS) Real-time GNSS Symposium scheduled for July 2012 has unfortunately been postponed. NGS hopes to reschedule the program for the near future.

Approximately three weeks ago, in response to Congressional directives, the Office of Management and Budget (OMB) sent out a government-wide memo placing a hold on all government conference procurements. NGS was in the final stage of procuring the conference hotel for the Real-time GNSS Symposium when this occurred. The OMB memo, sent in reaction to the widely publicized GSA conference abuses, promised new guidance for conference procurement and travel. This guidance—likely requiring additional time to implement and delaying the planning effort—has still not arrived. The conference hotel could no longer reserve our rooms and facilities in anticipation of a contract, and we were forced to cancel the symposium scheduled for July 2012.

The symposium drew a high level of interest, and NGS plans to host the event this fall to allow sufficient time for the arrival of new guidance and for us to coordinate a new schedule. We expect to hold the symposium in Memphis as originally planned.

This has been a frustrating and embarrassing situation for NGS, and we deeply regret the inconvenience the postponement has caused. We appreciate your interest and hope you will be able to support this important discussion on many matters of mutual concern when it is rescheduled.

Sincerely,

Gerald L. Mader,
Chief, Geosciences Research Division

NGS Invites You to a Real Time GNSS Network Symposium

July 16-17, 2012

Doubletree Hotel Memphis Downtown

185 Union Avenue
Memphis, Tennessee 38103

The National Geodetic Survey (NGS) welcomes real-time GNSS network vendors, managers, and users to Memphis, Tennessee, on July 16-17, 2012, to examine how local GNSS augmentations interact with each other; with NGS; with the National Spatial Reference System (NSRS); and with users, vendors, and operators.

There are currently more than 100 GNSS Real Time Networks (RTNs) operating in the United States. These RTNs provide a valuable service and include a variety of operational formats, procedures, and techniques. Situated between the Continuously Operating Reference Stations (CORS) and the local practitioner, RTNs offer significant cost-effective positioning for a wide variety of users. Due to their cost-saving potential, they are becoming the primary control basis for local projects and applications.

The Real Time GNSS Network Symposium will include invited and contributed presentations from federal and state agencies, RTN operators, and RTN users. Various issues of mutual concern will be discussed.

Symposium topics include:

RTN Practice

RTN Operations: Operator’s Perspective

Reference Frame: Coordinate Basis, Epoch
Reliability: Empirical Field Results, Site Requirements
Important Planning: Reference Station Density, Software, Communications
User Base: Formats, Number, Applications
Use of RTCM 3.X and NTRIP: Message Types, Interoperability

RTN Operations: User’s Perspective

Precisions/Accuracies: Criteria for Data Collection
Reliability: Necessary Redundancy, Multipath
Procedures: Localizing to Passive Marks, MAC vs. VRS
Interoperability of RTNs: Equipment
Importance of RTCM 3.x at the Rover

RTN Applications

Surveying/Engineering
Machine Guidance
Precision Agriculture
