OD1100 Geospatial Positioning Accuracy Standards. SD_N, SD_E and SD_h are
OD1100 the standard deviations (one sigma) of the coordinates (NETWORK) or
OD1100 of the difference in the coordinates (LOCAL) in latitude, longitude
OD1100 and ellipsoid height. CorrNE is the (unitless) correlation
OD1100 coefficient between the latitude and longitude components of either
