Hello All: Jim is correct that we changed the daily boundary continuity constraints in 2007. This change was made based on discussions with Jim and the general sense that is it better for the combination centers to apply constraints rather than the ACs themselves. We mixed up one of our control files after the initial removal of the constraints which is why the continuity constraint is reapplied for a while. Regards Tom Herring.
