The Height Modernization program
is spreading across the United States. The program began because of the
need to improve the geodetic vertical network in California and North
Carolina. But as other states learned about the benefits of Height
Modernization they saw the value of a program in their state. Height
Modernization activities are now being performed in more than a dozen
states and territories across the nation.
NOAA’s National
Geodetic Survey (NGS) provides support for these programs, and plans to
expand Height Modernization to a National Program. NGS funds state
activities for Height Modernization through the Federal grant process.
The notice of availability of Federal assistance this year was
announced in NOAA’s FY2007 Broad
Agency Announcement (BAA)
which can be found in Federal Register Notice (FRN), Volume 72, Number
33, pp 7764-7769 published Tuesday, February 20, 2007.

“Geodesy – National Height Modernization
Program”
In accordance with the Broad Agency Announcement and Federal Register
Notice, all proposals must be for “special projects and
programs associated with the Agency’s [NOAA’s]
strategic plan and mission goals, as described in the supplementary
Information Section” of the RFN. The five mission
goal descriptions contained in the NOAA Strategic Plan are as follows:
- Protect, Restore,
and Manage
the Use of Coastal and Ocean Resources through an Ecosystem Approach to
Management;
- Understand Climate
Variability and Change to Enhance Society’s Ability to Plan
and Respond:
- Serve
Society’s
Needs for Weather and Water Information;
- Support the
Nation’s Commerce with Information for Safe, Efficient, and
Environmentally Sound Transportation; and
- Provide Critical
Support for
NOAA’s Mission.
The mission goals are described,
and examples of outcomes of activities are detailed.
Eligibility criteria, proposal review and selection process, and the
evaluation criteria for proposals are also detailed in the FRN and BAA.
These should be considered when applicants are developing proposals. In
particular, review the eligibility requirements, content and form of
submission, and review criteria and process. A panel of (at least)
three subject matter specialists will review each application, with
particular attention to the applicability of the proposed project to
NOAA’s mission goals, and the qualifications of the applicant
to accomplish the project. More details can be found in the BAA.
If your organization is
interested in participating in the National Height Modernization
Program, you can apply for Federal Assistance. Applications
for grants must be submitted via the Grants.gov
web site.
