Data Bases containing heights referenced to NGVD 29 will have
to be updated
to NAVD 88
Depending upon the accuracy required, in
many areas a Bias Factor could be used for
bench marks not included in the readjustment
In Moving areas a Bias Factor probably will not be sufficient
for most applications
