SYMPTOM: Some unreasonable results reported in site coordinate
differences.
PROBLEM: The time shifting of coordinates to match two Sinex
files with coordinates at different times was not
working correctly.
CORRECTION: Correct two uninitialized variables which were causing
the problem.
