99/06/23 DEFECT IN PROGRAM arcic
SYMPTOM: Program complains of missing satellites when the satellites are
available from the precise ephemeris.
PROBLEM: Some time ago, the ephemeris initialization routine was modified
to trap and flag accuracy codes of zero - the IGS effectively
uses accuracy codes of zero to mean "use this satellite with
extreme caution". arcic was improperly interpreting this
flag and, possibly, confusing subsequent PRN numbers.
CORRECTION: rdkey.f and rdinp.f: trap and interpret "use with extreme
caution" flag correctly.
