99/04/16 DEFECT IN PROGRAM pages
SYMPTOM: Catastrophic failure when processing a zero baseline
PROBLEM: The phsrot routine, which computes the phase rotation
"wind-up" cause by the satellites appearing to move
around the tracking antenna and thereby causing an
additional rotation of the phase did not trap and handle
the special cases resulting from a zero baseline.
Specifically, the case where the spherical trig computations
needed to be done on a tringle with a zero sied.
CORRECTION: Trap the zero baseline conditions and insert appropriate
values spherical trig relationships.
