99/02/12 DEFECT IN snx2erp
SYMPTOM: LOD rates in weekly EOP file were zero.
PROBLEM: The corresponding parameter label inside the weekly SINEX
files was corrected to read LODR (LOD rate). snx2erp did
not recognize the new label.
CORRECTION: SINEX_support.c
Change string comparison test for LOD rate to match tag.
