99/02/12 DEFECT IN run_arc
SYMPTOM: arcic was not running properly and process stream would fail.
PROBLEM: The command-line string created inside run_arc when it runs
setup_arcic.inp was not correct. A similar problem was occurring
for setup_rotorb.inp. The script usno_tag, which checks and
prepares the NEOS EOP emails was included.
CORRECTION: run_arc

Correct command-line construction for call to setup_rotorb.inp
Call usno_tag.
