SYMPTOM: Poor or no results when processing using the database orbit info.
PROBLEM: Mismatch in array dimensions between subroutines for vectors
holding database orbit information.
CORRECTION: rddata.c:
Correctly define array dimensions for database orbit information.
Convert this routine to "implicit none" to force explicit typing
of all variables in this routines (in keeping with current
standards and practices).
