SYMPTOM: Start/stop times negligibly close to the day boundary, i.e. 24h
boundary, overflowed their printout.
PROBLEM: No preemptive rounding was done to the start/stop times on
printout.
CORRECTION: summary.f (sumqck):
Use a 0.005 sec value for rounding start/stop times to their
nearest hundredth of a second.
