SYMPTOM: A block of outlying residuals and high RMS in a fixed integer
solution.
PROBLEM: A satellite bias had gone singular when solving the matrix.
The bias adjustment was correctly set to zero but intout still
printed the a priori + the (zero) adjustment to the integer file
resulting in a non-zero bias in that file.
CORRECTION: Modify biaadj to trap singular biases just before calling intout.
biaadj then forces the total bias, a priori + adjustment, to zero.
