98/10/06 DEFECT IN editdb
SYMPTOM: An occasional single outlier occurs.
PROBLEM: Cells in editdb had only two data points which yield 0 rms for
the straight line fit regardless if there was a cycle slip.
CORRECTION: Modify fitcell subroutine to estimate rms for cells with 2 data
points from the average rather than the straight line fit.
