98/08/05 DEFECT in script page4
SYMPTOM: Warning messages writen to log file at every epoch.
PROBLEM: getcor has a test to check the value of the diagonal, a
known quantity. When the changes were made to correctly
used the a priori observation error, the value of the
diagonal changed but the test for that value was not
modified to match the current code.
CORRECTION: Changed getcor.f diagonal value test from 4 to 1/obswt.
