98/08/05 DEFECT in script setup_page4.skl
SYMPTOM: page4.skl was setup for non-continuous tropo corrections, not
piecewise-linear (PWL) as intended.
PROBLEM: Piecewise-linear option flags were handled inconsistently
between processing scripts, and within setup_page4.skl itself.
CORRECTION: Changed script to agree with intent of the PWL tropo option,
initializing PWL to "" (ON) and testing for "-m" argument to
turn option OFF. setup_page4.skl is consistent now with scripts
run_survey, run_orbits and doitall (see
NOTES, below).

NOTES: Scripts doitall and run_orbits also were changed to resolve
inconsistency between old "-pwl" flag to turn PWL ON (DEFAULT=
OFF) and new "-m" flag to turn PWL OFF (DEFAULT=ON).
