98/07/17 DEFECT in EDITDB
SYMPTOM: Single points or very short segments seen in residual plots
PROBLEM: Small data segments were not being deleted
CORRECTION: EDITGAPS subroutine was modified to correctly initialize
counting good data segments after a long gap.
