98/04/30 DEFECT in program refprn
SYMPTOM: page4 terminate with an error message about reference satellites'
start/stop files
PROBLEM: Unusual circumstances:
1) Second to last scenario ended before end of data.
2) Only one satellite valid for being reference existed in
the remaining data but appeared only in last epoch.
CORRECTION: In refprn.f; trap scenarios which end with an end-of-file
and have one epoch.
