98/03/13 DEFECT in editdb
SYMPTOM: editdb wipes out all data for an sv after it becomes reference
PROBLEM: editdb did not take into account the disappearence of an sv
when it becomes reference. If a cycle slip occurred just before
it becomes reference, the program found the data after it ended
as reference as the limit up to which it could kill data.
CORRECTION: editdb now checks if there is no data within the gap limit
following a cycle slip. If a slip is followed by a gap, the upper
limit for any kill commands will go no higher than that cell.
