98/01/21 DEFECT in program mergedb
SYMPTOM: only elv plot can be created if no precise ephemeris is available
PROBLEM: An attempt was always made to read the precise ephemeris file name.
If no precise ephemeris is given, the corresponding line does
not exist (rather than being blank or having a dummy entry), so
the next line, plot flag line, was read and the read sequence
in error.
CORRECTION: use precise ephemeris flag to read/not read that file name in
routine rdinp
