SYMPTOM: isolated integer cycle outliers (seen on NT version only to date)
PROBLEM: roundoff/near zero fault in phsrot (phase rotation for relative
station-satellite motion) for short baselines.
CORRECTION: include a 1.0d-16 buffer for greater than/less than/equal to zero
tests
