SYMPTOM: bad solution/wild residuals when processing with broadcast
PROBLEM: logic error in rddata allowed the reading of the dt.dat and or.dat
files to fall out of lockstep.
CORRECTION: re-ordered logic around rddtdat and rdordat. In particular moved
test to skip this epoch, sec 7.3 below rdordat.
