SYMPTOM: "% OMITTED" cosistently higher for first baseline listed
PROBLEM: jdbbl() array, converts station and database to baseline number,
was incorrectly indexed in the routine rddtdat.f. jdbbl() is
used in this routine to store count of "edits". Mis-indexing
resulted in counts being accumulated for first database only.
CORRECTION: correct jdbbl indices
