SYMPTOM: erroneous file name give in info/comfort message when a read error
detected in reading RINEX "o" files
PROBLEM: file name length mismatch between rdrnx and other routines
CORRECTION: array fnames from 60 -> 64 character in length in rdrnx

I see no need for an immediate upgrade in production executables.
I'm am modifying beta versions of next standard upgrade on
neutrino.ngs and buster.ngs now.
