SYMPTOM: Sporadically a site would have an erroneous values for the
L1 PHASE coordinates in the page4.sum.
PROBLEM: Improper test for the end-of-file (EOF) or error from a scratch file
storing estimated site velocities resulted in erroneous initiali-
zation if other conditions matched.
CORRECTION: Correct test to trap both EOF and error.
