SYMPTOM: The SOLUTION/APRIORI section of the SINEX files was empty.
PROBLEM: This error was introduced when a change was made to put the site
names in upper case as requested by Yan Kouba. Since the constrained
site names were still in lower case they no longer matched any
names in the solution and thus none were printed.
CORRECTION: Put the constraint names into upper case at the begining of the
SINEX subroutine.

NOTES: SINEX files for DOY 302, 303 and 304 were already sent to the CDDIS.
We (MSS) has requested that the SINEX files be removed.
