00/08/07 DEFECT IN PROGRAM pages
SYMPTOM: Failed to read a RINEX met file
PROBLEM: A test for valid dates did not account for two digit year
for 2000, although this is allowed in the RINEX documentation.
The routine classed "00" with a blank line or failed read,
skipped the line and continued attempting to read the file.
CORRECTION: rdmet.c
Modified test for valid year from data record.
