00/04/11 DEFECT IN PROGRAM pages
SYMPTOM: We're still having trouble with the station occupation sequence
used to write the parameter ID's to the pages.nrm file.
PROBLEM: I believe the fault is the author's. The station ID string
which was readily available does not appear to be complete,
i.e. have the ID plus point code. For sites with multiple
point codes appearing in the site_info files, the occupation
count may not be generated as expected in the creation of the
station coordinate and velocity parameter's ID labels.
CORRECTION: swfsp.f and swfsv.f:
Retain initialize the station ID to the start time of the position
and velocity parameter estimation time spans but construct a
station complete (IGS-like) ID using the four char ID plus point
code.
