00/04/06 DEFECT IN PROGRAM pages


SYMPTOM: In some instances, the wrong (next) station occupation sequence number would be written as part of the parameter ID's to the pages.nrm file.
PROBLEM: The routines which identifies and initializes the station position (and velocity) parameters to the nrm file did not initialize the site ID, point code and sequence number to an epoch inide the time span for that parameter. Therefore, if: 1) the tropo piece-wise, linear tropo parameter extended past the end for that station parameter (common), and 2) There was a site antenna or coordinate record change for that site after the end of the data span used for estimating that station parameter but before the end of the tropo parameter, the station ID would be updated for the last tropo (past the ID change) but not reinitialized before writing the station parameters to the nrm file.
CORRECTION: swfsp.f and swfsv.f: Initialize the station ID to the start time of the position and velocity parameter estimation time spans before writing the info to the nrm file
