00/03/09 DEFECT IN PROGRAM pages
SYMPTOM: Antenna ID from header unexpectedly set to NULL.
PROBLEM: The improved 20/16 character antenna ID checking subroutine,
antcmp, was not used to crosscheck the database header
antenna ID's, so only a limited check was being done.
CORRECTION: Replace old-standard check with new-standard, more complete
checking done using the antcmp library routine.
