00/01/05 DEFECT IN PROGRAM arcic
SYMPTOM: Failed to read some broadcast files as source for satellite
a priori values.
PROBLEM: The RINEX specificatons state that the internal designation
of a navigation file is simply an "N" in column 21 of line 1.
The program was looking for the word "NAVIGATION"
CORRECTION: testbc.f: Changed test for navigation file to the single letter
"N" in column 21 of line 1.
