NOAA's National Geodetic Survey (NGS)--in cooperation with the U.S. Department of Transportation and the U.S. Coast Guard--is organizing a CORS (Continuously Operating Reference Station) Users Forum for Tuesday afternoon, 9 September 2003. This Forum will be an integral part of the Civil GPS Service Interface Committee (CGSIC) meeting, 8-9 September 2003 to be held at the DoubleTree Hotel, 1000 NE Multnomah, Portland, OR. The DoubleTree Hotel is located a few blocks from the Oregon Convention Center where the Institute of Navigation's GPS/GNSS Conference will convene, 9-12 September 2003.

The National and Cooperative CORS networks are comprised of numerous subnetworks operated by more than 100 organizations. Collectively, these networks include more than 650 sites--each containing a geodetic quality, dual-frequency GPS receiver--and these networks are growing at a rate of about 6 sites per month. NGS and its partners collect, process, and distribute data from the CORS sites on a continuous basis in support of numerous activities including land surveying, navigation, GIS/LIS development, remote sensing, weather forecasting, satellite tracking, geophysics, and time transfer.
This Forum will include, for example, discussions on requirements of CORS-like networks for (1) precise static and/or kinematic positioning, (2) quantifying crustal motion, (3) monitoring the moisture distribution in the atmosphere, (3) tracking the distribution of free electrons in the ionosphere, and (5) monitoring the integrity of the broadcasted GPS radio signals.
Requirements will be considered in terms of (1) station spacing, (2) data sampling rate, (3) data latency, (4) data quality, (5) environmental setting for a CORS site, (6) hardware capabilities, (7) communication capabilities, and (8) data formats.
These discussions will occur, in part, within small groups (see agenda). NGS has developed a set of questions to facilitate the discussions. We invite people to provide responses to these questions even if they are unable to attend the CORS Users Forum.
